An idea

Here's a feverish idea (no, I'm serious...I have a fever), maybe a category should exist called Conspiracies. I may have gotten the wrong idea, but I assumed the reason the FEMA article is not categorized in Conspiracy Theories is that it is not a "theory", but rather "conspiracy fact". I haven't read the whole article, I thought of it just because of the thing about reading newspaper headlines on people's door step from satellites. Anyway, just a thought.
