ISI (Inter-Services Intelligence) is the secret service of Pakistan. This service is supported by the CIA. On 29 September 2006 Amnesty International published a report accusing ISI of detaining hundreds of alleged terror suspects without legal process. Michel Chossudovsky has published reports that the ISI has been involved with the hijackers of the 9/11 terrorist attacks. In AMERICA'S "WAR ON TERRORISM" Chossudovsky describes how ISI paid the ringleader Mohammad Atta and gave him money shortly before the attacks.

On the morning of September 11, ISI“s Chief Spy General Mahmoud Ahmad, the alleged "money-man" behind the 9-11 hijackers, was at a breakfast meeting on Capitol Hill hosted by Senator Bob Graham and Rep. Porter Goss, the chairmen of the Senate and House Intelligence committees.
